An Ohio man once named his city's Citizen of the Year has been accused of spanking a 29-year-old tenant during an argument about overdue rent.
The 53-year-old man exposed the man's bare buttocks in his office and hit him four times with a belt.
The man told the victim: "If you're going to act like a child, I'm going to treat you like one."
The victim told police "he was scared and just wanted to get it over with."
